On 19 May 2008, the Ministry of Industry and Trade has issued Circular No. 06/2008/TT-BTC promulgating on guiding for management of quality of industrial explosive materials in Vietnam, units test services operation of quality of industrial explosive materials.

The Circular guidance on announce, products certificate industrial explosive materials suitable standard. Enterprises produce, import all production industrial explosive materials had Vietnam standard must be implementation announce production suitable by regular at Item 3 Section I of this Circular.  Enterprises shall be announce production suitable base standard and others standard in Vietnamese (extenal Vietnam standard) on base suggest the Ministry of Industry and Trade access, rate and accept use that standard like temp standard for announce operation of enterprises. On march annual, production and import enterprises of industrial explosive materials shall be report quality of industrial explosive materials product, end-product of industrial explosive materials, problems on quality, complaint of customers (if any), etc return the Ministry of Industry and Trade.

Circular promulgating Appendix on list organizations check quality of industrial explosive materials being regular, form of suitable announce, form of suitable announce certification, content to evaluate norm on quality target of industrial explosive materials, regulations productions quantity shall be typical check sample for all industrial explosive materials products, Certificate state check of import quality of industrial explosive materials and  State check result announce of import quality of industrial explosive materials.

Circular was published on Official Gazette on 1 June 2008 and come into effect 15 days afterwards.
